The realized result exceeded Atlas's frozen upper boundary. Direction was correct, while the magnitude of growth was underestimated. Under the frozen scoring protocol, the assessment is not being widened or revised after the outcome.

GRID — LARGE-LOAD PRESSURE STRENGTHENED

New evidence continues to show that rapidly changing large electrical loads are creating operational challenges in addition to longer-term generation and transmission requirements.

PJM has proposed new reliability standards following a July event in which nearly 4,000 MW of data-center load disconnected unexpectedly in Northern Virginia and shifted to onsite backup generation. The event produced measurable voltage and frequency effects across the system.

Ledger status: STRENGTHENED

Atlas treats this as evidence of an evolving large-load integration constraint, not as confirmation of a specific outage, market-price move, or longer-term frozen forecast.

ENERGY — DEMAND PRESSURE REMAINS ACTIVE

Current EIA outlooks continue to show historically high U.S. electricity consumption, with data centers and manufacturing contributing to load growth. At the same time, previously reported downward revisions to near-term Texas load growth remain part of the evidence record.

Ledger status: ACTIVE / CONTESTED

The evidence therefore does not support a simple "demand only goes higher" interpretation. Atlas continues to track both increasing structural requirements and evidence that projects, timing, infrastructure constraints, or changing development plans can reduce or delay realized load.

WHAT WOULD CHANGE THIS ASSESSMENT

Material evidence of sustained load reductions, faster-than-expected infrastructure activation, significant equipment lead-time improvement, durable capacity relief, or reversal in semiconductor demand would weaken portions of the current assessment.

Atlas will record such evidence whether it supports or contradicts the existing pressure map.
